To implement the "Opinions on Comprehensively Strengthening the Party's Construction Work in the New Era of the Lawyer Industry" issued by the Central Organization Department and the Party Leadership Group of the Ministry of Justice, as well as the decision-making deployment of the Provincial Department of Justice regarding the Party building work of lawyers, further strengthen the political function of grassroots Party organizations in the lawyer industry, and vigorously promote the Party building work of the lawyer industry in Liaoning Province in the new era, comprehensively enhance the political quality and Party work level of the Party organization secretaries in the lawyer industry, from August 17 to 18, 2019, the Liaoning Provincial Lawyer Industry Party Committee held a demonstration training class for Party organization secretaries of the lawyer industry in Shenyang (the first session).

More than 150 Party organization secretaries from law firms across the province participated in the training. Staff from the National Lawyer Industry Party Committee Office, He Keren, Director of the Lawyer Work Department of the Liaoning Provincial Department of Justice, and Yang Xingquan, Deputy Secretary of the Industry Party Committee of the Liaoning Provincial Lawyers Association and President of the Provincial Lawyers Association, attended the training class and personally taught.

President Yang Xingquan gave a lecture titled "Consolidating the Foundation of Party Building and Forging the Soul of Justice - Discussing the Party Building Work of Law Firms." The leadership of the Party and the construction of the Party are the soul and core of China's lawyer system. By consolidating the foundation of Party building, we can forge the soul of justice. He proposed seven requirements and suggestions for the Party building work of law firms: 1. Incorporate Party building work into the law firm's articles of association and partner agreements; 2. The director and responsible person of the law firm should also serve as the branch secretary; 3. Prioritize training Party member lawyers to become business backbones through a dual training mechanism; 4. Party building activities should cooperate with multiple departments to form a linkage mechanism; 5. Party building work should leverage the value created by the internet, allowing participants to feel the benefits of Party building work; 6. Party building work should be persistent and unwavering, subtly penetrating people's hearts.

Secretary General He Keren introduced the "Work Tasks for the Next Steps of Party Building Work in the Province." 1. Include the Party committee members of the lawyer industry in various cities into the cadre training plan, and both Party committee members and responsible persons must participate in training; 2. Carry out a three-month themed education activity of "Staying True to the Original Aspiration and Keeping the Mission in Mind"; 3. Promote the development of the entire lawyer industry in the province from the aspects of political leadership and Party building; 4. Seriously study the "Several Provisions on Further Regulating the Contact and Interaction Behaviors of Judicial Personnel with Parties, Lawyers, Special Relationship Persons, and Intermediary Organizations," to form a clean and upright practice environment; 5. Focus on developing young lawyers to join the Party, undertake the political responsibility of Party building, and complete the indicators set by the Central Organization Department.

Staff from the National Lawyer Industry Party Committee Office provided a detailed interpretation of the "Rules for the Work of Party Organizations in Law Firms (Trial)" for the first training session. The purpose of the rules is to strengthen the overall leadership of lawyer work, standardize the construction of Party organizations in law firms, and improve the level of Party building work in the lawyer industry. Work purpose: firmly establish the "Four Consciousnesses" and always adhere to the "Four Confidences." Work system: Party member education system, organizational discussion system, Party affairs disclosure system, organizational management system, joint meeting system. Nine work methods: three meetings and one class, organizational life meetings, democratic evaluation activities, themed practical activities, paired construction, Party member activity days, Party-mass integrated activities, contact with the masses system, united front work. Supervision and assessment: first responsible person system, change reporting system, disciplinary punishment system, recognition and incentive system.

Professor Fan Sikai from the Liaoning Provincial Party School, Liaoning Administrative College, and Liaoning Provincial Socialist College lectured on the topic "Political Situation and Strategic Choices in the New Era." 1. Centering around General Secretary Xi Jinping's speech, propose the era proposition, combine it with the Chinese context, and present the theoretical essence, a major change unseen in a century, avoiding three theoretical traps from five "safeties"; 2. After long-term efforts, socialism with Chinese characteristics has entered a new era, which is a new historical position for our country's development, a critical node for the leap from quantitative change to qualitative change, a key moment for the two centenary goals, and a crucial point for crossing the middle-income threshold; 3. In terms of innovative development strategies, focus on solving the problem of insufficient development, and work hard to address the issue of unbalanced development.

The purpose of this training is to organically integrate Party building with the development of the lawyer industry, highlighting the political leadership role of Party building, allowing the Party organization and Party work to truly play a role in various tasks of law firms, and promoting the great development of the lawyer industry. We must be confident, clear in our stance, and unwavering in adhering to the Party's comprehensive leadership over lawyer work, guiding the majority of lawyers to firmly support the leadership of the Communist Party of China and uphold socialist rule of law, ensuring that the lawyer industry always develops healthily in the right direction.

Participants in the training expressed that the course content of this training was both theoretically deep and practically broad, providing strong guidance for further improving the Party building work of lawyers. They will apply what they have learned to the Party building work in law firms, effectively implementing various tasks of Party building work in the lawyer industry in the new era, and better meeting the legal service needs of the people in the new era.
